_🌸((Bheek Maangne Waalon Ko Zakaat Dena))_

*♦Sawaal :* Ramzaan-Ul-Mubaarak mei Karachi mei mulk ke mukhtalif hisson se bade paimaane par khaana badosh aate hai, ye log Karachi ke ilaaqon mei zakaat, khairaat maangtey hai, shara'ee nuqta-e-nazar sey bataaen ke inlogon ko zakaat, fitraana waghaira dena jaaiz hai ya nahi? 

*♦Question :* In the month of Ramadhan, many beggars from different places visit Karachi and ask for zakaah and donations from several areas of Karachi. According to the view of shariah, please let me know whether or not it is permissible to offer them zakaah and sadqa-tul-fitr? 

*🅰جواب :* بہت سے بھیک مانگنے والے خود صاحبِ نصاب ہوتے ہیں، اس لئے جب تک یہ اطمینان نہ ہو کہ یہ واقعی محتاج ہے، اس کو زکوٰة اور صدقہٴ فطر دینا صحیح نہیں۔

*🅰Jawaab :* Bohot se bheek maangne waale khud saahib-e-nisaab hote hai, isliye jab tak ye itminaan na ho keyl waqaee mohtaaj hai, usko zakaat aur sadqa-e-fitr dena sahi nahi. 

*🅰Answer :* Many beggars are such that they are saahib-e-nisaab themselves. Hence until one is not satisfied about someone being really needful, offering him zakaah and sadqa-tul-fitr is not valid. 

_🌸((Gair Muslim Ko Zakaat Dena Jaaiz Nahi))_

*♦Sawaal :* Kya ghair muslim ya'ani eesaayi aurtein jo gharon mei kaam karti hen, zakaat, khairaat, ya sadqa ki mustahiq hosakti hai? Kyunke ye log bhi ghareeb hoti hai, mehnat se apna guzara ba mushkil karti hai. 

*♦Question :* Can the non-muslims i.e Christian women who work in houses be eligible for zakaah, donations and charity? They are also needful and face difficulties in bearing expenses from their earnings. 

*🅰جواب :* غیرمسلم کو زکوٰة دینا دُرست نہیں، نفلی صدقہ دے سکتے ہیں، مگر اُجرت میں نہ دیا جائے۔

*🅰Jawaab :* Ghair muslim ko zakaat dena durust nahi, nafli sadqa de sakte hai, magar ujrat mei na diya jaaye. 

*🅰Answer :* Offering zakaah to non-muslims is invalid. One can offer voluntary sadqah, but it shouldn't be given in the form of their payment. 

_🌸((Gair Muslim Ko Zakaat Aur Sadqa-e-Fitr Dena Durust Nahi))_

*♦Sawaal :* Arsa-e-daraaz se eidain ke qareeb tareen dino mei qaafle key qaafle ghair muslim khana badosho ke Karachi-o-deegar shehro ki taraf zakaat-o-fitraana wusool karne pahunch jaate hai, in khaana badosho mei aksariyat ghair muslimon ki hoti hai, kya ghair muslimon ko zakaat-o-fitraana diya jaa sakta hai?? Aur kya ye musalmaan fuqaraa ka haqq nahi hai? Aur agar ye musalmaan miskeen-o-fuqaraa ka haqq hai to jo log in ghair muslim ko zakaat-o-fitraana dete hai, kya unka zakaat-o-fitrana ada hojaata hai?

*♦Question :* Since a long time, many groups of non-muslim beggars reach Karachi and different cities in order to collect the amounts of zakaah and sadqa-tul-fitr at the time of both the Eids. It consists a majority of non-muslims. Can zakaah and sadqa-tul-fitr be offered to non-muslims? And is it not the right of muslims who are needful? And if it is so, then those who give their amounts of zakaah and sadqa-tul-fitr to them, is their zakaah and sadqa-tul-fitr deemed offered? 

*🅰جواب :* زکوٰة و صدقہ فطر صرف مسلمان فقراء کو دیا جاسکتا ہے، جن لوگوں نے غیرمسلموں کو دیا ہو، وہ دوبارہ ادا کریں۔

*🅰Jawaab :* Zakaat-o-sadqa-e-fitr sirf musalmaan fuqaraa ko diya jaa sakta hai, jin logon ne ghair muslimo ko diya ho, wo dobaara ada karen. 

*🅰Answer :* Zakaah and sadqa-tul-fitr can be given only to Muslims. Those who have offered it to non-muslims should offer it again. 

_🌸((Gair Muslimon Ko Zakaat))_

*♦Sawaal :* Ghair muslim (hindu, sikh, esaayi, qadyaani, paarsi waghaira) ko zakaat dena jaaiz hai, jabke senkdo mustahiqeen musalmaan maujood ho?

*♦Question :* Is offering zakaah to non-muslims (hindus, sikhs, qaadyaanis, parsi, etc) permissible, when many eligible recipients are yet present amongst muslims? 

*♦Sawaal :* Hukumat bankon mei jama shuda ruqoom se sirf musalmaan ke accounts se zakaat minha karti hai, jabke is zakaat men se kuch hissa colleges ke talaba ko bataur-e-i'aanat diya jata hai, in talaba mei musalmaan talaba ke alaawa qaadiyani, hindu sabhi shaamil hote hen. Aap se daryaaft karna hai ke aaya zakaat ka ye masraf Islam ke ain mutaabiq hai ya uske khilaaf hai?

*♦Question :* From the saved amounts in the bank, the government deducts the zakaat money from the accounts of muslims only, however some portion of this zakaah is donated in college students for providing them aid. Apart from muslims, this group of students also includes qaadyaanis, hindus everyone. I wanted to enquire whether or not this expenditure of zakaah is according to Islam or is there any difference? 

*🅰جواب :* زکوٰة کا مصرف صرف مسلمان ہیں، کسی غیرمسلم کو زکوٰة دینا جائز نہیں، اگر حکومت زکوٰة کی رقم غیرمسلموں کو دیتی ہے اور صحیح مصرف پر خرچ نہیں کرتی تو اہلِ زکوٰة کی زکوٰة ادا نہیں ہوگی۔

*🅰Jawaab :* Zakaat ka masraf sirf aur sirf musalmaan hai, kisi ghair muslim ko zakaat dena jaaiz nahi. Agar hukumat zakaat ki raqam ghair muslimon ko deti hai aur sahi masraf par kharch nahi karti to ahl-e-zakaat ki zakaat adaa nahi hogi.

*🅰Answer :* The expenditure for zakaah are only muslims, offering zakaah to non-muslims is not permissible. If the government gives zakaah money to the non-muslims and doesn't spend it on the eligible and needful expenditures, then the zakaah of those people offering won't be deemed offered.
