🌸((Maqrooz Ko Zakaat De Kar Qarz Wusool Karna))
♦Sawaal :: Ek shakhs par hamaare 3300 rupye qarz the, woh shakhs bhut ghareeb hai, hamne us shakhs ko utni raqam bataur zakaat adaa kar di aur usne woh raqam hamen qarze mein waapas kar di, kya iss trah hamaari zakaat adaa ho gayi?
♦Question : A person owed us rupees 3300, he is very poor, we had offered him that much amount as zakaah and he then returned to us as debt, is our zakaah deemed offered like this?
🅰جواب : آپ کی زکوٰة ادا ہوگئی، اور اس کا قرض ادا ہوگیا۔
🅰Jawaab : : Aapki zakaat adaa ho gayi, aur uska qarz ada ho gaya.
🅰Answer :Your zakaah and his debt, both are considered to be offered.
🌸((Mustahiq Ko Zakaat Mein Makaan Bana Kar Dena Aur Waapsi Ki Tawaqoo Karna))
♦Sawaal :Bihamdillah! Aaj kal zakaat-o-ushr ke nifaaz aur sood ke khaatme par amal dar aamad kiya jaa raha hai, aur iss silsile mein qawaneen-e-shara'ee ka nifaaz amal mein laaya jaa raha hai.
Basilsila-e-zakaat-o-ushr ki taqseem, mustahiqeen ke zimn mein saahib-e-sadr-o-wazeer-e-khazaana ne guzishta dino mukhtalif mauqon par farmaaya tha ke zakaat ki taqseem ka behtareen tareeq-e-kaar ye hai ke ye mustahiq ki izzat-e-nafs majrooh na ho aur usko iss trah taqseem kiya jaaye ke mustaqbil mein wo zakaat lene ka mustahiqq na rahe. Ya'ani qaleel soorat men nahi, balke aesi mu'aawinat ho ke mustahiq ka mustaqbil sanwar jaaye.
Lihaaza kya aese afraad men bhi zakaat taqseem ki jaa sakti hai jo "ghareeb-ul-watani" ki zindagi guzaar rahe hain? Ya'ani jin ke pas abhi tak mustaqil rahaaish ka koi makaan zaati nahi, qat'ah zameen hai, lekin mulaazimana zindagi ki nihaayat qaleel aamadni men sirf khaane pehenne ke liye hi mushkil se hota ho, aur kisi wajah se nihaayat maflook-ul-haali ke sabab zaati rehaaishi makaan apne haasil kardah qat'ah zameen mein maujoodah daur ki shadeed giraani mein taameer karaane ka amalan tasawwur bhi na kar sakte hon.
Kya aesi soorat mein taameer-e-makaan ke liye taameerati takhmeene ke mutaabiq yak musht raqam zakaat se di jaa sakti hai taake ek kumbah aur khandaan ka sar chupp jaaye? Alaawa azeen kya zakaat lene wala aesa mustahiq, ta'ameeraar maraahil mukammal hone ke ba'ad zakaat ki raqam waapas aqsaat mein razakaarana taur par adaa kar sakta hai?
♦Question : By the grace of Allah! Nowadays, implementation of zakaah and ushr and putting an end to interest is being practiced, and the shara'ee principles are being imposed for it.
Regarding the distribution of zakaah and ushr, recently, a few days ago, the finance minister stated at different places that the best method of distribution of zakaah is to offer it in a way which doesn't hurts the self respect of the recipient and he doesn't remain eligible of zakaah in future i.e instead of providing aid in less amounts, the recipient should be helped in a way which brightens his future.
Hence, can zakaah be spent on people who are living on rents? They don't have their own accommodations yet, rather they have a piece of land, but in the life of employment where the expenses of food and clothing are borne with difficulty, or because of some another reason of poverty, constructing one's own house on that land in the current state of inflation is beyond imagination.
In such a situation, for the purpose of constructing the house, can zakaah be offered according to the construction plans so that one family can take shelter in there? Apart from that, can the recipient willingly return the spent amount in parts after the construction?
🅰جواب : ایسے غریب اور نادار لوگ جو نصاب کے بقدر اثاثہ نہ رکھتے ہوں ان کو زکوٰة دینا جائز ہے، اور اس کی صورت یہ ہوسکتی ہے کہ زکوٰة کی رقم سے مکان بنواکر ان کو مکان کا مالک بنادیا جائے، ایسے غریب و ناداروں سے رقم کی واپسی کی توقع رکھنا عبث ہے، اس لئے رضاکارانہ واپسی کا سوال خارج ازبحث ہے۔
🅰Jawaab : Aese ghareeb aur naa daar log jo nisaab ke baqadr asaasa na rakhte hon unko zakaat dena jaaiz hai, aur uski surat ye ho sakti hai ke zakaat ki raqam se makaan banwa kar unko makaan ka maalik bana diya jaaye. Aese ghareeb aur naadaaron se raqam ki waapsi ki tawaqqo rakhna abas hai, is liye razakaraana waapsi ka sawaal khaarij az bahes hai.
🅰Answer : It is permissible to offer zakaah to those poor and needful people who don't possess any wealth equivalent to the nisaab, and one of its method is to construct a house with the zakaat money and give it in their ownership. To expect the return of the required amount from such poor and needful people is senseless, hence question regarding it is excluded from the discussion.
🌸((Saahib-e-Nisaab Ke Liye Zakaat Ki Mudd Se Khaana))
♦Sawaal : Me madrase mein Qura'an-e-Majeed hifz kar raha hun, aur meri umar taqreeban 20 saal ho chuki hai, aur hamaare gharelu haalaat bhi bhut achche hain, aur ghar ki saari aamadni aur ikhraajaat mujh se teen bade bhaiyon ke haath mein hai, jab ke mera madarse mein khaana peena aur rahna sahna hota hai, aur aapko ma'aloom hoga ke deeni madaaris ka guzaara aksar zakaat, khairaat aur charm-e-qurbaani se hota hai. Meharbaani farma kar ye bataaen ke madarse ka ye khaana mujh par jaaiz hai ya naa jaaiz?
🅰جواب : اگر والدین کی جائیداد سے آپ کو اتنا حصہ ملا ہے کہ آپ صاحبِ نصاب ہیں تو زکوٰة کی مد سے کھانا آپ کے لئے جائز ہی نہیں۔
🅰Jawaab : Agar waalidain ki jaaidaad se aapko itna hissa mila hai ke aap saahib-e-nisaab hain, to zakaat ki mudd se khaana aapke liye jaaiz hi nahi.
🅰Answer : If you have got a big share from the property of your parents such that you are saahib-e-nisaab, then consuming the food of madrasa in absolutely impermissible for you.
